“Its very challenging legally because dressing up in a costume and walking around Times Square is, we believe, a First Amendment-protected activity,” said Council Speaker Christine Quinn, a mayoral candidate. “If someone has a suggestion about how we could do that legally, we would love to hear it.

The ranks of such performers have seemed to swell in recent years. An informal census by the Times Square Alliance, a business group, counted 52 costumed characters clustered in the plaza on Saturday evening.The performers dress to resemble popular icons and entertainment figures, posing for pictures in exchange for a few dollars in tips. But recent incidents have raised the profile of badly behaved characters.
